The finished product often looks like a standard subdivision or townhome community, but the entire permitting path is different. There is no final plat. There is no subdivision of lots for sale. Permitting runs through site plan review, and the accountability structure differs from a for-sale project.

The horizontal scope is substantially the same as a for-sale project, but the permitting path, the schedule expectations, and the client relationship are structured differently. BTR developers are typically institutional, they think in portfolio terms, and they expect their site contractor to run the project with that operating cadence.
